Governors accused of sidelining their deputies

A deputy governor has launched
an attack on governors over the
running of county governments.
Nyandarua Deputy Governor
Waithaka Mwangi Kirika said his
counterparts had been sidelined in
most county affairs.
“Our role is purely bridal. Some of
us have no job descriptions despite
being the second in command at
the county,” Mr Mwangi said
Monday.
He said a majority of the deputy
governors were chosen as running
mates for political expediency
during the 2013 General Elections.
He said they were totally in the
dark in regard to the affairs of
county governments.
“We have become mere stooges.
We can’t even tell when the
governor is away and we are not
involved in consultations in case an
issue arises,” Mr Kirika added.
He said many governors were
suffering from the ‘‘big man’’
syndrome.
“When we go out of our way to do
other politically-related duties, we
are accused of undermining the
governors,” Mr Kirika said.
COUNTY CEOS
The Fourth Schedule of the
Constitution and the County
Governments Act 2012 say
governors and their deputies are
the CEOs and deputy CEOs of
counties respectively.
Mr Kirika said the Act was not
being followed and there were icy
relationships between governors
and their assistants in many
counties.
“I was recently admonished for
offering advice which is my role as
the second-in-command. My
contribution was seen as
offensive,” he said.
Mr Kirika supported the county
development boards to be chaired
by senators saying they would
bring sanity in the management of
counties.
He said the boards would bring
together local political leadership,
ensure inclusivity as well as
transparency and financial
prudence.
Mr Kirika said he was opposed to
calls for referendum by the
governors, terming the clamour
self serving.

University intake 2014-2015 kenya, helb

Kenyatta University (KU) has been
allocated the highest number of
university
students with 5,480 admissions.
The
institution's declared capacity is
5,454.
The University of Nairobi (UoN)
will admit
5,053 candidates against a
capacity of
5,031 while Moi University has
been
assigned 5,030 students. Egerton
is
allocated 2,767 while Jomo
Kenyatta
University of Agriculture and
Technology
(JKUAT) will take 2,597 against the
institution's capacity of 2,583.
Maseno
University will enrol 2,926 and
Technical
University of Kenya is assigned
1,827.
A senior official who attended the
board
meeting Monday said some
institutions
were allocated more candidates as
a
result of affirmative action.
"Issues of gender, persons with
disability
and marginalised groups were
considered
and this saw some institutions get
slightly
more candidates," said the source
who is
not authorised to speak to the

Bernard kiala tells senators, Alfred mutula behind his woes

Embattled Machakos Deputy
Governor Bernard Kiala Monday
defended himself before a Senate
committee, saying he was being
crucified for exposing wrongs
committed by the county
government.
Mr Kiala presented himself as an
innocent whistleblower made to
pay for lifting the lid on ills going
on in the government.
Mr Kiala accused Machakos
Governor Alfred Mutua, saying he
was behind his troubles.
He used the 40 minutes given him
to make an opening statement to
reveal what he termed “issues
behind my problems”, although he
focused mostly on the wrongs
allegedly committed by the
governor.
“I wish to respectfully submit to
this committee that I am a victim
of witch-hunt and a sacrificial
lamb at the altar of merchants of
impunity and a county executive
led by the governor keen to haunt
me out of office for whistleblowing
against acts of corruption and bad
governance,” said Mr Kiala.
However, the county assembly
lawyer Kioko Kilukumi defended
the governor and accused Mr Kiala
of derailing the county
government’s activities and
undermining Dr Mutua.
“The deputy governor has been
unable to perform his functions, he
has contravened the Constitution
and abused his office. The people
he has worked closely with,
interacted with have passed a
resolution that he be removed
from office,” said Mr Kilukumi.
At one time, Mr Kiala’s lawyer
Harun Ndubi questioned whether
the committee should entertain
new evidence to support the
allegations against his client and if
doing so amounted to unfair trial
for his client.
The committee retreated for
consultation before its chairman
Mutahi Kagwe who is also the
Nyeri Senator, ruled that the
evidence was admissible so long as
it did not make fresh allegations
that were not discussed when the
MCAs impeached the deputy
governor.
The hearing continues.

Kariuki's supporters broke into song

time controlling the crowd that was
dancing in the tallying hall at St.
Teresa's Girls Primary School.

whose election was nullified in a
court ruling was fighting to defend
the seat that was also being
contested by seven other candidates.
Other candidates in the poll were
William Omondi (Independent) who
came in third with 194 votes,

We are ready to handle Ebola, state says

Kenya is prepared to deal with
Ebola, the deadly viral disease
which has sparked worldwide
panic, according to medical
authorities.
Isolation beds have been set up at
the Kenyatta National Hospital,
diagnostic areas have been
prepared at the Kenya Medical
Research Institute and 50 health
and mortuary workers have been
trained to handle Ebola patients.
Kenya was by Monday one of the
countries still allowing direct
flights to West African countries
where the World Health
Organisation has declared the
disease out of control.
On Monday, Ivory Coast banned all
flights from countries hit by Ebola
as part of steps to prevent the
spread of the deadly disease from
its neighbours.
British Airways, Emirates Airlines,
Pan African airline Aruj and ASKY
and Chad have all suspended
flights to and from the affected
destinations.
At the weekend, Nigeria stopped
the Gambian national carrier,
Gambia Bird Airlines, from flying
into the country, alleging
“unsatisfactory” measures by the
airline to contain the spread of
Ebola.
'LITTLE RISK'
The current Ebola outbreak started
in Guinea in March and spread to
Sierra Leone and Liberia. Nigeria
is the latest to report cases of
Ebola.
Kenya Airways maintains direct
flight to Monrovia, Conakry and
Freetown, the capital cities of the
disease-hit countries. The airline
says there is little risk of the
disease making its way to Kenya.
The disease spread to Lagos
through a Liberian who flew to the
Nigerian commercial capital on
July 20. He died five days later but
had already infected eight people
one of them a nurse, who died last
week.
In total Nigeria has 10 confirmed
cases but of great concern is the
people who came into contact with
them, and other secondary
contacts. The country has 177
people under observation and has
declared a medical emergency.
So far, 961 people have died in the
four countries with Ebola and
more than 1,700 are infected.
Africa has had several outbreaks of
Ebola in the past, but they have
mainly been in remote villages
where the virus spreads from wild
animals to human beings.
The current outbreak is in the
cities where there is heightened
contact between people and where
a patient can travel virtually the
entire globe in a matter of days.
ISOLATION WARD
On Monday, the Director of
Medical Services, Dr Nicholas
Muraguri, said the isolation ward
at KNH has a capacity of 16 beds
ready for any Ebola cases.
In a week’s time, he said it would
be expanded to 30 beds. “We have
20 doctors trained to deal with
Ebola at Kenyatta National
Hospital. We want, in the next few
weeks, to train about 100 health
workers,” he said by phone.
They will include doctors, nurses
and even mortuary attendants
“since information we have from
West Africa shows that if it is not
the doctor who dies, then even
guys at the mortuary who handle
bodies of Ebola victims die,” he
said.
The DMS said they had also come
up with a plan B in case KNH is
overwhelmed.
“We are looking at county facilities
here in Nairobi, Mombasa and
Eldoret. At Kemri, he said, there is
an advanced viral diagnostic
laboratory built a few years ago
after the country was ravaged by
Rift Valley Fever. We learnt a
lesson at that time and resources
were invested to build the
laboratory. We also have our own
trained virologists.”
Dr Muraguri said the government
had formed a multi-agency
taskforce which has been meeting
since the Ebola outbreak was
confirmed. It draws membership
from the Ministry of Health,
Department of Immigration, Kenya
Airways and Kenya Airports
Authority.
“We will have a briefing on
Wednesday and after that we will
go to the JKIA to see the measures
the government has taken.”
Dr Muraguri said they had trained
an adequate number of doctors,
bought enough drugs and
protective gear and installed a
surveillance system.
“We have the required capacity to
deal with any Ebola case if such
(an) eventuality was to occur in
this country,” he assured the
public.
A 43-year-old passenger who
arrived on Friday and rushed to
KNH was found to have been
suffering from food poisoning and
not Ebola. The passenger had
arrived from Uganda

G-Rongi - mokorino hits

Mokorino is G-Rongi's latest song.
The Kikuyu rap song has amassed
over 1,000 views after just two weeks
since it was dropped on YouTube.
"Its main context is urging Kikuyus
and Luos to sit down for the future
of this country. I did not have
subtext on it so that Kikuyus can
explain its context to Luos," says the
straight-talking G Rongi aka
Matigari, whose biggest hit is
Fyatua.
"Living abroad opens up one's
perspective of this country. Things
are not right but it's up to the
citizens to start the initiative," he
notes.
For ten years, he has been in and
out of the country, doing tours in
Belgium, Norway, England and other
European countries in what he calls
a breakthrough courtesy of Mau Mau
camp. In between, he went to jail
severally for petty crimes and rowdy
behaviour and a serious substance
abuse addition got him into rehab.
A tale shared by most Mau Mau
members: crime and substance
abuse.
"I had a lot of money with little
responsibility. Every time I came
into the country, there was always a
crowd that derailed me and my
money. Simple experiments became
addiction," recalls G-Rongi, who
confessed to having done drugs with
the late Tanzanian rapper Mangwair
and Ray C at some point.
"I was finally taken to a
rehabilitation centre by my family
and spent eight months getting
clean. It was an expensive affair and
I had to leave the country to get my
sanity back," he adds.
In 2012, G Rongi went to Ghana for
a year before going to France where
he has bought a house.
"I always knew I would be a
superstar and when Mau Mau
became fully functional, I had
chosen rap. Interestingly, the
famous Mau Mau base where there
is a wall with murals is actually
where I lived. I let the camp make
that their base," the Tana River-born
but Dandora-raised artiste informs
me.
He was a founder of Wenyeji before
Roba unceremoniously threw him
out. He bears no grudge.
"I was chucked from a group I
founded but I later decided the
move was actually beneficial as I
perfected my solo career. We
occasionally meet and we are cool
friends. It is all water under the
bridge."
Mau Mau is a topic that gets him
animated and proud, with the artiste
disclosing that police would not
arrest members of the hip-hop
ensemble even as they were
dreadlocked like the Mungiki
members.
"They could distinguish us from the
adherents," he explains.
With massive competition in the
camp, G-Rongi opines that it was
healthy as each artiste tried to be
different from the rest. G-Rongi
perfected the act of ferocious rap,
with a passion and delivery
reminiscent of Wu-Tang Clan. With
the group informally dissolving in
the last half of the last decade, the
dream fizzled.
"Desperation killed the dream.
People who are real to the struggle
for equality and political direction
applauded us for our talents but
the society in general viewed us
differently. Plus being a big group
eventually proved expensive for most
promoters," he notes.
G-Rongi is paranoid about the local
scene as he feels most rappers are
shunning him. This includes award-
winning Kenyan export, STL.
"I first met her in Norway before she
even hit it big but I recently asked
her to collabo with me and she was
hesitant. I've had the cold shoulder
from a number of rappers and I just
think I'm either paranoid or these
rappers are not up to my game," the
boisterous G-Rongi opines.
He is currently working with Provoke
and HP Records for his upcoming
album that will include artistes form
as afar as Peru and Colombia.
"Early next year, You should all be
watching," is his final promise.

Moses Kuria declared MP for Gatundu South constituency.

The Independent Electoral and
Boundaries Commission (IEBC) has
issued a certificate to Moses Kuria
declaring him MP for Gatundu
South constituency.
IEBC declared Mr Kuria the new
MP for the constituency after his
only opponent withdrew from the
by-election that was to be held
Thursday.
Mr Joachim Kamere of the New
Democrats Party returned the
nomination certificate, called Form
21, to IEBC.
